How can I make the default language of Office 2003 into UK English?

I have followed their instructions for changing it, but it never works and for some reason always changes into Welsh. I just want my spellchecker to work!! I have also tried clicking tools, then select language and then English UK, but that doesn't do anything either. Thanks xxx

To change the default language, go to Start> All Programs> Microsoft Office> Microsoft Office Tools> Microsoft Office 2003 Language Settings.
Next, click the "Enabled Languages" tab. Where it says "Choose the language….", choose English (U.K.). Click OK.
A message appears describing the effects of the change. If you are sure you’re ok with those changes, then click Continue. You will lose any customizations you’ve already made, but you can always start those over in your chosen language.
Uninstall and Reinstall Office 2003, While installing select the language English US. It will help u ?
in your Microsoft Office program group (under start) you a sub group "M…O.. Tools" , click on "M..O…2003 Language settings"
in bottom, combo list box select English UK.
