Is it true that Gabriel Heinze can speak Welsh?

This is something that is mentioned by Welsh football fans on forums that he can speak fluent Welsh and was born in bred in the Welsh speaking part of Patagonia and that he could speak it with Ryan Giggs when he was at Man Utd. But on wiki it says that he's from Entre Ríos and not Patagonia at all, so is this a BS urban myth?

I think it’s an urban myth…for one thing, Ryan Giggs doesn’t speak Welsh. There was one Argentinian international from Patagonia who played football in this country who spoke fluent Welsh… I’ve forgotten his name now though.
Its a myth, and I think Giggs took two years to learn the Welsh national anthem
