when are you fluent in Welsh?

i can speak Welsh but it's my second language i can understand welsh programs and most people, but some people's accents are so hard to understand?

You are fluent when you can hold a conversation without automatically translating what your thinking into welsh but rather when youre thinking in Welsh,
Cymraeg yw fy iaith gyntaf i ac roeddwn i’n rhugl yn Saesneg amser roeddwn i tua 8 ond dwi dal yn llawer fwy araf yn Siarad Saesneg nag ydwyf yn Siarad Cymraeg.

Some people say you are fluent when you can think in that language…others say you are fluent when you can dream in that language….but there is no magic point when you become officially fluent.
